Climate control in public building facilities
Public structures such as ministries, public hospitals, university campuses, courthouses and municipal buildings are generally large, multi-block facilities where systems built in different periods work side by side. On the same campus, an old chiller and fan coil system can coexist with newly added VRF blocks, air handling units, server room precision air conditioners and split air conditioners. This variety means maintenance work starts with an equipment inventory and requires a team that can serve all brands. Spare parts availability and energy efficiency in older systems also affect maintenance decisions.
On the public side, maintenance services are mostly tendered under Public Procurement Law No. 4734, and announcements and the process run through EKAP (the Electronic Public Procurement Platform). The technical specification defines the list of equipment to be maintained, the periodic maintenance frequency, breakdown response terms, who supplies spare parts and consumables, the reporting format and personnel qualifications. Administrations may request documents such as a TSE Service Qualification Certificate, ISO quality and management system certificates and a work experience certificate as qualification criteria; the required documents vary by tender according to the specification. At the bidding stage, verifying the specification and equipment list on site reduces scope ambiguities that may arise during the contract term.
The most important part of specification-compliant maintenance is the record. At each periodic maintenance visit, the work performed, the measured pressure, temperature and current values, the filters and parts replaced and any nonconformities found are entered on the service form and delivered to the administration's inspection unit. For equipment containing fluorinated greenhouse gases, refrigerant charging and leak checks are carried out by qualified personnel in accordance with the relevant regulations and are recorded. Keeping records in order also eases the progress payment and acceptance processes.
The operating schedule of public buildings also shapes maintenance. In office and service buildings that are heavily used during working hours, major work is planned outside working hours or on weekends. At public campuses in Ankara, because of the continental climate, freeze protection on outdoor chillers and piping is the priority before winter, and condenser cleaning and refrigerant pressure checks are the priority before summer. The annual maintenance schedule is prepared around these seasonal transitions. At the end of the contract period, a report summarizing the equipment condition also provides a basis for the administration's next-period renewal and budget planning.
Our services for this sector
Public maintenance tendersService that meets the specification, ready documents.

Chiller maintenanceCondenser, compressor, refrigerant leak test and measured report.
Fan coil maintenanceFilters, coil, drainage; bulk maintenance by unit.
VRF air conditioning maintenanceOutdoor and indoor unit maintenance, pressure measurement, fault code analysis.
Air handling unit maintenanceFilter replacement, fan and belt, coil and hygiene.
Precision air conditioningData center and server room cooling. How do we work?
On public projects, we review the specification and the equipment list together, verify the inventory on site and place the maintenance intervals into an annual schedule according to the specification. We document every maintenance visit with a service form and submit regular reports to the inspection unit. During the contract term we track breakdown calls with the same record system. We have been working out of Ankara since 2009. At facilities within Ankara, our teams are in the field every day and we respond to breakdown calls the same day. For facilities outside Ankara, we send a planned team from Ankara; we work on a project, annual contract and public tender basis. At contracted facilities we plan the maintenance schedule in advance; in an emergency, the team dispatch time varies with the distance.

Frequently asked questions
Which documents are required in public air conditioner maintenance tenders?
The required documents vary with each tender's specification. A TSE Service Qualification Certificate, ISO management system certificates and a work experience certificate are often requested. YOİ Mühendislik holds a TSE HYB and ISO 9001, 14001, 45001 and 10002 certificates.
Can maintenance service be purchased through direct procurement?
If the amount and conditions are suitable, administrations can also purchase services through direct procurement. This decision belongs to the administration; with either method, we work within the scope defined in the specification or technical description.
Which reports are delivered after maintenance?
For each periodic maintenance visit, a service form containing the work performed, measured values, replaced parts and nonconformities is prepared and delivered to the administration's inspection unit.
Can equipment of different brands be maintained under a single contract?
Yes. We work with all brands; we can plan the maintenance of chillers, VRF, air handling units and split air conditioners on the same campus under a single annual contract.
Do you submit bids for public buildings outside Ankara?
Yes. We also take part in public tenders outside Ankara; we send a planned team from Ankara and plan the maintenance schedule in advance. In an emergency, the team dispatch time varies with the distance.
